What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Your role

The Protection Digitalisation Ecosystem Program is one of the ICRC's highest-priority digital transformation initiatives, aimed at modernizing the critical digital ecosystem that supports Protection operations for the ICRC and the Family Links Network. The ecosystem manages records for more than 2.5 million affected individuals across 100+ countries and serves over 4,500 users. Triggered by Microsoft's end of support for on-premises Dynamics CRM, the program will progressively transform multiple interconnected systems into a secure, scalable, interoperable, and sustainable digital ecosystem. This transformation will strengthen the ICRC's ability to protect critical humanitarian information while enabling more efficient, secure, and data-driven humanitarian operations.

The Program Officer will be a member of the GSS Project Officer Service based in Belgrade Global Hub, providing remote project management support to the Protection Digitalisation Ecosystem Program.

The role will operate within the Program's hybrid Project Management Framework (PMF) and Agile delivery model, supporting both project governance and product management activities. The Program Officer will facilitate program documentation, monitor risks, issues, actions, benefits, and resource capacity, support program and institutional reporting and governance activities, and ensure the quality and consistency of information across the program.

Main activities & functional responsibilities

Collect inputs for main project management documentation such Charter, Decision log, Mandate, Business case, and other, ensuring they are regularly updated.
Support product management activities, including roadmap planning, backlog monitoring, release coordination, and Agile governance reporting.
Facilitate data quality checks and consolidation, ensuring accuracy and consistency across various project management tools.
Assist in maintaining roadmaps and data consolidation for reporting purposes.
Track risk and issues management reporting, including health checks and identification of high-risk areas.
Assist in capacity management activities by collecting data to inform resource allocation decisions.
Support knowledge management by capturing lessons learned, best practices, and key program insights, and ensuring they are documented, shared, and applied across projects to improve efficiency and decision-making.
Ensures that an overall information-management structure is in place for the projects/program and supports filing and archiving when necessary.
Provide logistical and administrative support for the planning, coordination, and delivery of meetings, workshops, and events, including preparing agendas, documenting meeting minutes, and following up on action items.
Provide support on other related tasks, in line with the Project Officer Service Catalog.

Additional duties

Follows up on all work-related messages and correspondence with the relevant contacts and departments.
Appropriately represents the ICRC during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
Takes responsibility for their own professional learning and development.

Relationships

Internally, interacts with the Project or Programme Manager, project sponsor, Project Management Office, the Information and Communication Technologies Division (for projects with an IT component) and the project or programme team.
Externally, interacts with suppliers.

Education and Experience required

3–5 years of experience in project or portfolio management support, preferably within large, complex, or international organizations.
Experience working in multicultural and international environments is desirable.
Experience supporting digital transformation, IT, or business change projects.
Good understanding of project management methodologies (PMI, PRINCE2, Agile, or equivalent), certification desirable.
Knowledge of Agile delivery frameworks (Scrum, Kanban, SAFe or similar) and experience working within hybrid Project Management and Product Management environments would be an asset.
Experience preparing and maintaining project documentation, plans, reports, risk and issue logs, decision logs, and governance materials.
Experience supporting stakeholder engagement and coordinating cross-functional teams across different business and technical domains.
Strong analytical skills with attention to detail and the ability to consolidate and interpret project information for reporting and decision-making. Ability to develop analytics and reports (Excel, Power BI) is an asset.
Excellent written and verbal communication skills in English.
Advanced proficiency in Microsoft Office, particularly Excel, PowerPoint, Word, and collaboration tools (e.g., Microsoft Teams, SharePoint).

Length of assignment: Fixed-term until the end of 2027, with the possibility of extension subject to budget availability.
Type of position: Resident (The vacancy is open only for persons with Serbian citizenship or a personal work permit in the Republic of Serbia)
